Medical Marijuana Low THC High CBD

My question is why isn't (Low THC>High CBD) Strains Legal To Buy with out a card ? Some of them are so low in THC It wouldn't be Psychoactive.

Because it looks the same as normal cannabis and cops aren't travelling with a mobile lab.
