Not exactly, it is decriminilized so people who get caught with low quantities don't get legal issues. Btw they are/must (?) getting an assistance to help them to quit. There are also center where those peoples can go and get their "dose" or substitute to help them going out of the vicious circle they are in. The statistics shown in articles prove that this solution is much much better than prohibition. Well...not for the private prisons industry.
