Is it better to have the oven completely filled and packed? or half way filled and packed?

Damn, I'm confused. My Pax only has one click and that's to turn it off and keep it off. Not to keep it half way pushed in? Also, my lid is always popping off. You can't notice it, but the LED light comes on... indicating that the mouthpiece is off and the green light changes to the current temp...
