Legality of THCa with state vs federal?

I was wondering if any of you folks here might be able to help answer a question for me, when I tried searching online about all I could find was a bunch of contradicting information.

So I live in Georgia, where our government is till living under a "reefer madness"' mindset and decided to ban most if not all THCa products last year. But anyways my question is since the mail falls under the federal department could I still order products from online and have them sent to my house with no issues? ( I get that if I was to leave the house and get caught with some on me they'll gonna treat it like "marijuana" and I'll be ticketed or arrested for possession. One thing that's a little confusing to me is that the majority of sites I've seen will still ship to Georgia (including some of the biggest and most known companies) but they all do have a few states listed where they don't ship but Georgia is not there. So whats different from those states where they won't ship and here if almost all THCa products are illegal here now? I

Most places won’t ship to the state of Oregon, Minnesota, Rhode Island and others, cause they are legal states which use “total thc concentration testing”

Georgia is not included in these states, yes thca is “banned” from being sold inside of Georgia like in the gas stations, smoke shops and fake dispensaries that were probably on every corner, so if there’s a vendor you trust, you can still order and take delivery as long as they are shipping to Georgia.
