Just as it is dangerous overcharging a 18650 to the point it can explode, the same can be said about over discharging also, you dont want to discharge a 18650 below 3v really to stay safe and not damage the cell...

"manual verification" is because you ordered internationally and is just a anti fraud measure, you will need to contact them with screenshots of the payment of the payment from your account or bank statement, and the same with the account address matching the delivery address, once they checked...
