I have two strains on hand. one vapes very smooth and the other always always makes me cough. both are vaped with the same devices at the same settings. what could cause this?

I'm looking for tool that has a scooper on one end and a poker on the other end? preferably stainless steel. I want to use the scooper to scoop pre-ground weed and the poker to clear out a bowl/stem/whatever. any tips would be appreciated!
