don't know why they did it, but i see how they got 40$ CAD. A couple of reasons for it might have been
1) different package value declaration
2) different ups rules
3) different canada rules

A couple of tips before you send it in to increase likelihood of better service
1) Rubber band around unit
2) Don't mention anything about batterylife
3) Stress the chips/fractures
