Has anyone used vapexhales hydratubes and compared them to the steam roller? Seems like a vapexhale tube would offer a better experience with more diffusion due to the perc's implemented .

No they should not come charged it is illegal to ship a fully charged battery i believe. There should be a partial charge but def not full.
