Are you hitting it straight on (ie pulling it in directly into the lungs)? If so, try the sherlock puff-puff method. Pull a bit into your mouth, then pull it down, repeat. You'll find the throat irritation will decrease quite dramtically, plus you work up major clouds. Slow, gentle puffs are best.
