I would assume this is because despite being at production spot and "ready to ship production units" it is kinda in a beta period so they are testing the waters with their units and trying to get any potential common problems fixed so when Mass shipping starts they can switch to the stated...

I think August is where a bulk of #'s are, I pre-ordered sometime in March and have it listed in August but I believe Ive seen someone who had a bit earlier than me and had a July date so cut off is somewhere in mid march where it goes from July to August

I think taking the time to properly roll in some paper would overall take more time than just pinching and dropping into the chamber. Especially seeing as it seems you can get some lovely effects with minimal amounts.
