That is a Bernzomatic soldering iron torch (~$8.00) with a different screw on tip than the soldering tip. There is a flame adjustment right above the clip to set it down on a flat surface for flame control. Too bad they just don't sell the tip part as the Bernzomatic torches are crap, IME.

Look into a Silver Surfer. They have a good rep, work fantastic, and are very easy to use. Great starter but I have to warn you -- after you get one vaporizer you are going to want to try others :D

I have used it with both fairly most and very dry weed with great results. I would suggest only using a half a scoop per bowl while in the learning curve. But once you hit the sweet spot it is sweeeeeet!
