Personally I would recommend leaving the coil out and holding the button to see if the rod will get bright red after 15-20 second continuous press. If it does then put the coil in and load your oil. If it doesn't get bright red there's still an issue.

Have you tried putting the lower chamber directly on to the Persei (skipping the bottom adapter and black plastic shield)? Stick the mouthpiece on the top cap and see if that works. Just trying to work through a process of elimination.
