Exactly, you don't have to fill it. Leaving space with no material moves the plant matter away from the heater decreasing your potential to hot-spot.

You could be packing material too close to the heater. You could be tamping down too hard. You could be too heavy on the trigger (pulsing is better than constantly pushed in). Could be any combination of the above as well.
