Nitecore Intellicharger I4 (=>2014) or D4. Always insert a minimum of two batteries to take it easier on and enhance the life of smaller capacity batteries. (can be different sizes). If you only want to do two at a time the I2 or D2 would also work ok.

I doubt the average car lighter plug has the GHL recommended safety rating (whatever that is) or the required circuit protection to prevent overcharging of the Li batteries. I wouldn't recommend it as you might end up killing batteries prematurely without the required circuitry protection...
