Wait, does it just look like the picture below (the lights pictured are constant, not flashing)? Because if so, it's just the top LED signalling the lowest heat setting (blue - 180°C) and the bottom LED indicating that the selected temperature has been reached.
I could be wrong (it happens often) but I think that's what happens when you've turned the unit on, and the battery's fully charged, but you haven't selected an operating temperature yet. I'd assume that if you've set the unit to resume at the last temperature used, or your battery is no longer...
