Most recent FL clinic visit included initialing an entire check list of positive studies of pharmaceutical synthetic analogs of cannabis.

The paperwork seems to change a bit every time the patient is required to return to the certifying doctor. Maybe it is the health department getting up to speed. Maybe legal issues are flooding the health department? The patient has previously initialed a number of checklists about the legality and safety of mmj, but most recently it was a checklist of summarized studies suggesting the benefits of NABILONE, DRONABINOL, and SATIVEX. Why would a clinic require a patient to initial this checklist before renewing the patient's prescription?

Because they want you to take nabilone or dronabinol or sativex instead of using cannabis, from a medical standpoint it makes some sense as its hard to treat people effectively with non standardized plants. From another point of view, you can bet some lobbying pharmaceutical companies are trying to push the governments to force people who want the benefits of cannabinoids to buy their synthetic versions.

At the end of the day, its hard to say exactly why, but likely a combination of what I wrote.
