It is definitely a heat duty indication. Once set to a temp, it never moves. I imagine during your Fan experiment the "heating" light was on pretty much the whole time after the temp drops occurred. MadScientist, what are you going to vape at?

It looks like 170-200 is where you want to be for q. I never have really gone below 200, but I will be doing it now. Going over 200 seems like overkill for release of most of goods.
