Does hemp CBD oil work?

Vape pen companies are now releasing vape pens with hemp cbd oil cartridges.
There is not really any info online about if hemp cbd oil works like cannabis cbd.
Can you offer any information?

Ideas?

Pretty sure cbd is cbd regardless of where it comes from, as long as it really is pure cbd. Smoking hemp would be different than smoking high cbd weed tho.
