E-cig heat question

So dry ecig coils burn anywhere from 900-1400 degrees f, obviously that's way too hot for true vaporization. Weed vapes at 370-410 right? As I understand e-cigs, the higher the ohms the less hot the coils get, so can't someone just make a super high ohm coil that truly vapes herb? And even oils more efficiently? The highest I've found online is 3.2 ohms and that probably still too hot with a standard 3.7v battery. You could also turn down the volts and get even cooler? Can someone make a rebuild able coil with a super high resistance?

On that super popular ohms-volts chart it shows high ohm atomizers would not be hot enough to vape e juice in certain areas, so conceivably those could be good temps for thc
