I just met Gov-elect Walz at the Vets Day celebration---shook his hand and asked if he'd like to hear the one thing vets need the most IMO. He said he would..... full legal cannabis and he said 100% yes, absolutely supports this .
Getting it done is another story, hope he can make it happen !!!!!

MN has a horrible medical cannabis program. Nothing in it is in the best interests of the patients, EXCEPT they got the name right, cannabis instead of marijuana. The program itself is a total piece of crap
For Mn .Do you think like, cut state down middle and go West. Do u really think they are going to drive 4,5 hours for $50 oil of .5 ml.

By the by, I agree with the above comment that Cuomo ONLY moved on MJ because of Cynthia Nixon. Otherwise, he wouldn't have budged.

Appreciate the answers, but I decided to do a little digging, since I have gotten most of my understanding of the NY laws from short articles and comments on FC.
I have never bothered to actually consider going the medical route because it seems to be such a rigamarole and I only like to use flowers.

I still can’t find any sources that give an answer as to why flowers are taboo in this state. From what I can see below, while smoking is not legal, it doesn’t specifically prohibit flowers. Does anyone know what “metered ground plant preparations“ means? Also, the wording does seem to leave openings for both flowers and edibles, but I assume thus far that has been tough. Anyone with knowledge/experience know if they have made exceptions.

(g) Approved medical marihuana products shall be limited to the forms of administration approved by the Department, including but not limited to:
(1) metered liquid or oil preparations;
(2) solid and semisolid preparations (e.g. capsules, chewable and effervescent tablets, lozenges);
(3) metered ground plant preparations; and
(4) topical forms and transdermal patches.
(5) medical marihuana may not be incorporated into food products by the registered organization, unless approved by the commissioner.
(6) Smoking is not an approved route of administration.

I also didn’t realize they not only do not allow “fanciful” names. Which means (I think someone talked about this about another state) you can’t really look online to find out what kind of effects they have on others. Anyone with experience buying medical in NY fill me in on how well dispensaries describe what effects you will get from each strain?

(6) For each brand offered, the registered organization shall only utilize a distinct name which has been approved by the department, consisting of only letters and/or numbers. The name shall not be coined or fanciful, and may not include any “street”, slang or other name. No reference shall be made to any specific medical condition.

I think g 6 language is what prohibits flowers in a "silent linkage" kind of way where since smoking is prohibited, that effectively means flowers are banned as they would be smoked or could be smoked. Yes, one could vape but also could smoke.
So it doesn't directly ban but is interpreted as banning buds.

MN law
is more direct:

(3) vaporized delivery method with use of liquid or oil but which does not require the use of dried leaves or plant form; or

(4) any other method, excluding smoking, approved by the commissioner.

Banning buds really sucks from a medical perspective as instead of 1000+ profiles of cannabinoids/terps etc, you get diddily squat for choices here. One vendors has 3 choices : THC greater than CBD, THC = CBD, THC less than CBD.
That is medically wrong-----patients cannot get quality meds :(

Jill, my interpretation of this when I read it was they wanted to give some latitude to number 1
metered liquid or oil preparations
as in what if some new extraction technique came about.

I have a friend who loves cannabis as much as anyone could and was pinched, he got licensed to try and limit the consequences. He's been very disappointed by the selection and more so by the pricing.

I found one article that discussed what metered ground plant preparations meant. It is before that wording was added to the law in 2017:

Here is what they said:
“.... Especially when one of the New York program’s biggest drawbacks is its prohibition on dried cannabis flower.
Perhaps acknowledging that problem, the draft regulations would allow “metered ground plant preparation.”
What does that mean?
“I don’t think anybody knows,” Unruh said.
He speculated it could be some sort of pellet or capsule with cannabis flower that could be vaporized.
It’s a step in the right direction, Unruh added, but he’s uncertain if it would be as successful as removing the flower ban to attract patients.
“It’s not the same as having the option to vaporize or smoke flower,” he said.”

So bottom line... no one knows!
It’s one thing when laws have been on the books so long it is near impossible to change due to people resisting change, Amendments made over the years that cause major red tape, etc... but these laws are barely 2 years old and already completely ridiculous.
Very disheartening.

Jill - the metered ground plant preparations are for capsules to eat.

No flowers allowed. They constantly want to get flowers added to the program but it keeps getting pushed back.

But nothing happened with it.

Maybe we will get movement now since the senate is democratic.

Anyhow, ultimately the department of heath controls what products get allowed. They were suppose to allow ointments, but no dispensary has those. The ground flower stuff, nobody has it.

I went to medmen recently (October) and they still didn’t have their capsules. Only the tincture and the vape pen which is ridiculously overpriced.

As for which strains are in which, they are cagey about that. The dude was like oh these vape pens are more indica based. But there was absolutely nothing to indicate that other than they had higher THC levels then their other products.

They have stupid names and only allow one product per range. For instance, Vireo has a RED. That’s the 20:1 THC:CBD ratio. Not strain specific. Nothing like that. You want 20:1 Sativa based, tough. You want 20:1 Indica, same thing. Who knows what they put in it.

Plus they mix it with MCT.

You can go to all the dispensary websites and see their products for the most part now. And they all suck.

Rhode Island is doing it right. Just came back from their. They have concentrates, edibles, topicals, tinctures. Quality is incredible. And taxes aren’t bad and price is pretty awesome.

I pay attention to a lot of different issues, but I haven’t really taken the time to actively follow what was going in NY with MJ.
Maybe b/c with A State Senate that was set against making this happen, it felt futile and frustrating to keep up with it... whatever reason, my bad.
But now that the Senate will have more pro MJ views come 2019, maybe they can get better educated on vaping with flowers and how much healthier it is than other “forms” and “routes of administration.”
Do you or anyone else know of respected sites and organizations to follow/join/support that are getting traction?
My worry is that if history repeats itself, and we can’t convince them early on about the benefits it will become more and more difficult to get laws amended.
I mean, in NYC you cannot sell Beer and Alcohol in the same store. Why? how stupid is that? I know there are plenty of other states/cities/towns that have nonsensical laws about alcohol left over from the prohibition and/or corrupt times. They never get changed unless some industry foots the bill to lobby, or something catastrophic happens to force a change.

Sadly, you missed out on Cuomo’s regulated marijuana listening sessions where a bunch of rich mom’s from Westchester county were still against it because oh my God what if their kids get access to it. I mean you don’t keep your sprite and vodka on the same shelf in the fridge, right? LOL.

Anyhow, I voiced my support, told them that their medicinal program is absolute garbage and probably one of the worst in the country.

What I also do is follow the bills that are in the State Senate. For instance, the legalization bill that’s currently in there may gain traction, but I think Cuomo set up a committee to create new legislation.

I also voiced my support for homegrow and for allowing social clubs where people can use.

If you would like to contribute to any comments about the legalization of marijuana in NYS you might be able to find the email on their website. I can’t find it. Maybe they stopped taking comments.

Lastly, the Compassionate Care people are the ones who helped legalize medical marijuana. But they don’t seem to keep up with stuff or fight anymore for better laws. So not sure what’s up with them.

I found a new guy in NY but $65 an eighth for Cali shit, that’s straight San Francisco prices LOL. Too expensive for my blood but amazing. However, Rhode Island, not bad. $28 dollar eighths for specials. The most expensive flower I bought there was $50 eighth of cookies and chem. Haven’t tried it yet.

I got so many different strains, I’m just rotating between 3 right now LOL. I’m very impressed with Rhode Island’s quality.

About equally bad in Mn. Run by vireo. While I like vape oil.what I like equally is Mn price is about half of n y.

Florida is light years ahead of n y and mn which medical marijuana program dispensaries are run by vireo. Like ive said ny is unaffordable and mn is barely affordable. Same products are close to twice as much as mn
