BTW the best white rapper is currently Slug from Atmosphere.
I admit I have not heard him, but I'm going to say that has to be impossible to be right. No white rapper can beat Eminem. Hell! I wouldn't even say any rapper is better than Eminem.

Hmm that's weird about brother ali. Everybody I know who listens to him thinks hes black. But I don't actually listen to him, the first time I heard one of his albums I thought he was the best female rapper I had ever heard, but still a female rapper.

Eminem has good technical skill no doubt but his voice is unpleasant I think. He always sounds pissed off. I like rhymes to have a smoother flow than Eminem can deliver.

Some may not be exactly hip hop/rap, but all began from it's roots:

Busdriver
Why?
Sole (and the Skyrider Band)
Sage Francis (a few pretty decent songs)
Atmosphere/Slug, as mentioned already
Noah23
David Ramos
Ceschi
Dead By Wednesday
Cadence Weapon
Passage
Greenthink
Dose One
Subtle
Themselves
Cage (some good stuff)
Fog
Hood
Clouddead
Hymie's Basement
Nomad
Cavemen Speak
13 and God

Big fan of the SF bay area underground music scene. It really pushes the envelope and is genuinely interesting and fun to listen to.

Also Blue Scholars, Mos Def, Macklemore, and Dilated Peoples are all great.

Blue Scholars and Macklemore are both part of the underground Seattle hip hop scene and are extremely good.
werd up NW represent! They bringing it lately - dont sleep on common market either!

I've been all up on the jazzy west coast bangers lately - stuff like People Under the Stairs (Acid raindrops = one of the best smoking songs ever), De La/tribe/souls of mischief (old schoool), instrumental tracks (Dilla, Pete Rock, Nujabes), etc..

Also check out CYNE, Little Brother, Atmosphere, etc.

Digable Planets is great. I didn't like them at first. But once you're hooked...

Street Sweeper Social Club. Tom Morello plays guitar and bass. Boots Riley (from The Coup) is the vocalist. Stanton Moore (from Galactic, see post #7) on drums. Can't be classified solely as hip hop but elements are undeniable.

Massively agree with the posts about the underground jazzy style suiting blazing so well. Acid raindrops is indeed one of the best tracks as other people have said. Binary Star are also really incredible, such a shame they only lasted for the one real album. Souls of Mischief are another in the same vein, that beautiful, chilled west coast style.

Speaking of foreign hiphop, the UK has its own great scene. Aim is a producer in the RJD2 genre, i.e. great beats and samples but some tracks are a little 'out there'.
Check this one out with QNC rapping: http://www.youtube.com/watch?v=A9MzBTVPAtg

Also a Brighton based producer recently did a mash-up album of Wu Tang with the Beatles. I'm as skeptical about these types of mashups as most, but this album is actually the best album of any kind I've heard all year. Ghostface and Meth gave the guy big shout outs for doing it so well.

The original link is down but you can still find the info about: http://chicagoist.com/2010/01/20/download_wu_tang_vs_the_beatles.php

U.S. custom coast guard dope dog,
Nicknamed "Bust em"
Like most dope sniffin dogs, hes got a habit, trained to have to have it.
Pick up the tracks of the traffiker,
And track em like a rabbit up the coastline.
Canine controlled substance retriever.
Receiver of the Golden Nose Award,
For leadin em to the cash, cashin in on the stash.
Now hes in line for his issue of the booty.
Never do he do a line in the line of duty, hes a dope dog.
U.S. customs coast guard dope dog,
Keen sense of smell, trackin the tell-tale trails of cartels, dope boats, big dope
Never a gram or OZ, kilo too low key,
Gotta be tons of P blow, bales of lumbo.
When other dogs, sniff at one anothers tails,
He can track the profits from a dope sale straight to the Stank account.
Big Banks, bankin on laundering, the dirty money not stinkin he follows his nose.
And as the wind blows, he get a whiff, he take a sniff.
A dope dog (x2)

Old Mac Uncle had some drugs, CIAIO
And with those drugs he bought some arms CIAIO
It was a bang, bang here and a snort, snort there.
Here a bang, there a snort. Bangs and snorts everywhere.
Old Mac Uncle starts a war CIAIO

But the war on drugs is hell on a dope dogs nose.
It smells were the nose goes when the doors close
And the dealer want to hide the dope.
In the booty, in the twat.
Then they squat and make the dog sniff their bowel.
Foul, as they fart in his face.
Damn for a shitty half gram.

And until his retirement dont mention, no requirement nowhere in his pension for the upkeep,
The keeping up of the habit.

He took a bite out of crime.
Posin as a seein eye dog he bit the blind,
The man with the cane made of coke.
Soon as the dope boats float,
The media goes comatose.
Unrelated over-the-counter overdose now becomes drug-related.
Aided and abetted by a lot of apprehension and indifference.
The bigger the headache the bigger the pill.
Take your medicine cause you gonna be ill when I tell you the deal on dope.

Theres more profit in pretending that were stopping it, than selling it.
Selling out, were in for the shock of a lifetime.
Stop and we might find faces in primetime.
The faces of yours and mine.
Over the counter, under the counter.
On account a the drugs, its not the drugs that drag you through the mud.
Its the money.
It aint funny.
