Need advice on new place to move inside US.

I live in TX right now and tired of the stigma and legal fright. I have read up on the west coast and CO however still coming up pretty confused. I have considered going of the grid at this point. Me and my family have had a rough time the past decade and it's high time to find greener pastures.

I at 31 am a typical working class stiff. I am versed and many trades but will work my ass off for a honest dollar. My father is a home inspector and contractor. He is currently using methadone to treat his atrius and the fact he has broke his back for 35 years. The VA is no help and since he has always been self employed, we didn't have the cash for health insurance. I have helped him through the years and wish to make a fresh start for both of us. He both medicate.

Would like to find a decent part of the country to live in where we can grow outside to avoid the added cost of electricity and not have summers over 80 degree's. We both suffer form heat strokes.

Man, I don't know anyplace in the US where you can grow and summers don't get over 80 degrees.

Yes :) Well, we are pretty 420 friendly up here and have a pretty mild climate, perfect for grapes, thats why we have some fantastic wineries opening up these days. Cost of living is pretty low but the job market is tight. But for "quality of life" the PNW is hard to beat. People are nicer out here too.
